Clay law enforcement unveils new Justice Center

Brazil— Even during the Sunday open house at the Clay County Justice Center, law enforcement took care to keep parts of the jail secure from the public.
Few people were allowed into the control tower, which electronically operates every aspect of the jail, from opening doors to turning off the lights.
“It’s all about safety,” said jail project manager Gary Rodgers, describing the technology used to operate the building.
More than 100 people attended the open house, walking through office hallways, central book-in and inmate housing. Cell doors were electronically operated instead of opened with keys.
“There aren’t any bars,” Carey Yocum of Staunton said with surprise, after looking inside a minimum-security area. “It’s more modern than I expected. It’s really nice.”
Although construction of the jail is complete, some minor details still need to be finished before inmates will be moved into the facility.
The relocation has started with the moving of inmates’ property, said Sheriff Michael Heaton.
The exact dates inmates will be transferred to the new building will not be released for security reasons, he said.
A new jail came to the forefront of county priority in 1992, when six inmates sued the county because of jail conditions. In 1994, a federal court mandated the county build a new jail.
The county spent less than $11 million for the new 56,820-square-foot jail. It will house 154 permanent inmates, with an additional 14 inmates in holding cells. The structure of the building allows officers in the control tower to see into the six housing units, two recreation rooms and the central book-in area. External and internal cameras eliminate blind spots from the control tower.
The jail also will house work release offenders and offer video conferencing for inmate court appearances.
In contrast, the former 3,800-square-foot jail could house 48 inmates, although the inmate population often swelled to 80, Heaton said.
When overcrowding became too great, the county housed its inmates at a state correctional facility for $35 a day. Now, county officials plan to house state and federal inmates in the new jail.
“We’re hoping to make $500,000 a year through that,” Rodgers said.
Commissioner President David Parr gave credit to county Councilman Michael McCullough and former circuit court Judge Ernest Yelton, who worked to pass a new law allowing counties to use the County Adjusted Gross Income Tax for jail projects. After the law was passed, the Clay County Council raised CAGIT by a quarter of a penny to fund the jail.
Although the jail project began with the need to end a lawsuit, county officials saw that the overcrowding issue jeopardized inmate and officer safety, Parr said.
Throughout the afternoon, the mood was cheerful as government officials, law enforcement and members of the general public saw the result of hard work and cooperation.
“We’re celebrating a completion of a goal that the county set itself to receive,” Parr said. “Today was an achievement of that goal.”

$11 million to house 154 inmates. Why? Because inmates complained of conditions! You know maybe Im just bitter. But they are being imprisioned for crimes. Conditions shouldn't matter.

Ok theres cruel and unusual. But I'm guessing the old prison wasn't cruel or unusual. And now the citizens of this county will have to pocket the expense of building a more comfortable for those who broke the law.

Oh well. And yes Nobu that has a very Hall of Justice look to it. You sure you weren't involved in choosing the look?
