How the hell do you file paperwork for a BAN? This makes NO sense.

Appearantly there is a form for it--it just usually only happens when rather creepy guys start to hang out on the girls' floors.
At first they just thought they could sign a little petition with the majority of the floor... appearantly it doesn't work like that at all. I could find out what the steps are, but why bother?
