Is this a quiz? 
It's definitely one of the Sakura Wars anime, I'm guessing this one, since Ogami's in the clip.
Although it could be the sequel.

More of question really, since I didn't know the answer.
A friend brought the clip to anime club the other day and said he had had it for some time but no-one there could identify the anime.
A quiz would be something more along the line of: "Name the anime whose North American DVD vol. 1 + art box + 'goodie' set included a pair of bikini cut panties. Winner gets a picture of a cookie in .jpg format. Unless you happen to come by and pick up a real cookie."
