A: Because then people would have to take the trouble of getting up and flipping it, and risk scratching either side... Also thats why they make double layers.
Another good reason, how else could they call it reasonable to charge you 50 $ for one movie. You aren't gonna pay 50 for one disc , but 4 discs, that's another story.
