A: Almost definately. It's probably nothing to worry about, though. To tell if it's your CPU fan or Power Supply fan (when it gets bad), stick something plasticky into the Power Supply. If the noise doesn't stop, it's the CPU fan. If it doesn't, well--you get the idea.
