As much as I'm trying to like this show, I just can't the same feel from it. maybe it is because thats its the whole spinoff thing and not directly related to Tenchi. the comedy feels pretty much the same and the dubbing...well, was it intentional that they were mimicing the dubbing of the old days? because thats what I get from that too.
It just feels lacking though. maybe because the actual plot hasn't really kicked in yet or something.

You've had the basic plot since episode 1- Unlucky guy gets accidentally recruited to Galaxy Police, wacky hijinx ensue.
Will there be more action? Eventually.

Actually, it had more to do with FUNi still being rather new to the anime dubbing business back then.
Back when FUNi started dubbing DBZ in-house with the Frieza saga, they had a VERY rocky start. GXP was dubbed in 2003; this was a period when they were still just a small indie company learning the ropes on how to do proper voice acting. They weren't the dubbing powerhouse they are today.
FUNi also wasn't hiring unionized actors at the time. While it helped reduce costs and gave the little-known guys a foot in the door, the fact remained that they were relatively inexperienced compared to the unions, who had more expertise and could lend a better performance.
